HSE International / Returning Emigrants Recruitment Relocation Package

This package helps ease the financial and practical challenges of relocating, so you can focus on settling in and starting your new role.
Who Can Apply?
You may be eligible if you are:
- An Irish citizen currently living and working abroad
- A UK citizen relocating to Ireland
- An EU or non‑EU candidate recruited overseas
- A candidate taking up a permanent role, or a temporary role of at least two years
- A candidate beginning a HSE‑sponsored training programme and committing to work for the HSE for at least two years after completion
The package applies across all staff categories and grades, from clinical to administrative roles.
Please note: NCHDs (junior doctors) on rotation schemes are covered under a separate relocation arrangement and are not eligible for this package.
What Financial Support Is Available?
The HSE provides financial assistance for key relocation expenses. The amount you can receive depends on where you are relocating from.
Accommodation (for the first 3 months)
- Up to €3,910
Travel to Ireland (Flight or ferry allowance)
- Up to €250 if relocating from the EU/UK
- Up to €800 if relocating from outside the EU
Total Possible Support
- Up to €4,160 for EU/UK candidates
- Up to €4,710 for non‑EU candidates
In addition, some candidates on two‑year fixed‑term contracts may qualify for an additional return flight or ferry allowance at the end of their contract, depending on their circumstances.
Professional and Pre‑Employment Costs Covered
To help you meet the requirements for working in Ireland, the HSE may also cover:
- Professional registration fees
- Visa costs
- Aptitude and language testing fees
- RCSI assessment charges
- POEA language or examination fees
- Qualification recognition fees
- Atypical Working Scheme visa fee
- Recruitment agency fees (where applicable)
Many of these costs are paid directly on your behalf, reducing your upfront financial burden.
How the Process Works
If you are recruited through an international recruitment partner:
The recruitment partner will guide you through the process and manage your relocation payments.
If you are recruited directly by a HSE service:
You will be asked to:
- Submit a written request for relocation support
- Provide receipts for eligible expenses
- Upload documentation through the HSE HR & Payroll Self Service System
All relocation expenses must be submitted within four months of your start date.
Your Commitment
The relocation package is provided on the basis that you will work with the HSE for a minimum of two years.
If you choose to leave voluntarily before this period ends, repayment of some or all relocation support may be required. The details will be set out clearly in your contract.
